Padang Earthquake Relief Report - October, 2009

Sumatra Earthquake Relief Background

* Padang Earthquake 2009 Report.pdf

On September 30, 2009 at 5:16 pm local time, an earthquake of 7.6 magnitude occurred just off the southern coast of Sumatra, Indonesia. Hard hit was Padang, the bustling capital of West Sumatra. A relatively prosperous port city with a population of about 900,000, it lies on a coastal plain backed by mountains. The city also lies on one of the world's most active fault lines, making it vulnerable to both earthquakes and tsunamis.

The region also has strong literary and musical traditions, though it is Padang's spicy cuisine that has perhaps won the most acclaim. The area's most important businesses include textiles and rubber. (The transport of rubber across the province was affected by the latest earthquake.)

Tremors from the first earthquakes were felt as far away as in the Indonesian capital, Jakarta, Malaysia, and Singapore. A tsunami watch was triggered. Hospitals, mosques, schools and hotels tumbled to the ground and communications to the city were disrupted. Broken water pipes also led to area flooding.

Outlying areas closer to the earthquake's epicenter were essentially cut off by landslides.  Whole villages and hundreds of people were buried. Desperate Indonesian villagers used their bare hands to sift through ruins and to try to find survivors.

Early death-toll estimates extended beyond 1300. The most deaths occurred in the areas of Padang Pariaman (675), Padang (313), Agam (80) and Pariaman (37). Government reports confirmed 1,115 dead, 1,214 severely injured and 1,688 slightly injured.

Additionally, around 135,000 houses were severely damaged, 65,000 houses were moderately damaged, and 79,000 houses were slightly damaged. An estimated 250,000 families (1,250,000 people) have been affected by the earthquake through the total or partial loss of their homes and livelihoods.

Pondok Kasih’s Response

When the news of the Sumatra earthquake hit, Pondok Kasih immediately sprang into action.  And within 3 days, a logistics team and their first shipment of relief supplies taken by Hercules, military plane were sent to Padang. A coordination post was acquired, assessments were made, and very quickly people began receiving much needed help.

The city center received some of the worst damage. This was also the area where many Indonesians of Chinese ethnicity lived. According to local journalists, initial aid bypassed these people and many were blatantly discriminated against. And, this shunned group was the first that the Pondok Kasih team served.

From Padang city, the team quickly moved to help the surrounding rural areas.

In just the first few days, about 75 tons in 3 shipments of relief supplies, first by Hercules plane (about 10 tons of relief, second by military ship, 60 tons of relief and then by another Hercules, 5 tons of relief) were provided to hundreds of families and thousands of people, medical services were coordinated, and struggling people were given hope. Prepared meals, food staples, clothing, blankets, tarp, water, Samaritan’s Purse gift boxes, wheelchairs, kitchen supplies, and love were distributed freely without regard to religion, ethnicity, social status, or background.

Transformed Lives and Communities

Eddy Ongga, a long-time partner and Youth Coordinator of Pondok Kasih Spiritual Division, Love Fellowship Ministries, led the logistics team back to his hometown of Padang. With much thanksgiving he heard his mother recount her survival experience. The tremors began while she was in her fitness class and the shaking sent everyone running for the exits.  Even as the earth rocked below her, the building began collapsing around her. The walls, ceiling, and roof fell all around her, and she narrowly escaped and was spared of even the smallest wound. With her own trembling and shaking, and crying she returned home praising God.

Wheelchair Mission donated hundreds of brand new wheelchairs to Pondok Kasih, and these were available for immediate delivery to Padang. Eddy Ongga, the logistics coordinator, went to one of the few working hospitals remaining in the city to offer the director wheelchairs. While there, he heard the story of how some of the patients were unfairly being asked to pay for what should be free medical services. He told the story to the hospital administrator, a Catholic Priest, an investigation was conducted, and 60 grateful patients received back the fees which had been illegally obtained by the hospital’s finance director. These people had lost property and health but were at least able to recover some of their monetary loss.

One of the men who received a refund at the hospital had rescued a 2-year old left alone when her mother was killed in the earthquake. This kindly stranger comforted and carried her to get necessary medical care and was told she would not get any care if he didn’t pay for her care. Of course, this was especially unfair and if not for Eddy’s intervention, the little girl’s needs would have been neglected.

Christine is a 43-year old widow who was home when the earthquake struck. She tried to run when the tremors first occurred but her 2-story house collapsed on her. Debris trapped her and she could not move or speak or even cry. All Christine could do was cry to God to rescue her. With their bare hands and crude tools, Christine’s family struggled to find her. And after about 12 hours of being buried she was rescued. She required hospitalization for a severe leg wound. When Deborah, one of Pondok Kasih team from Aceh, visited Christine in the hospital she immediately recognized that her leg wound was worsening. The overwhelmed doctors were summoned and began limb- and life-saving antibiotic treatment. She was so happy that God has provided her a wheel chair from Wheelchair Mission that PK received.

Visit to Yos Sudarso Hospital

This hospital is a Catholic hospital, one of the few hospitals that have not been badly damaged. It was the only hospital that could receive patients with bone fractures and surgeries. There had been an issue that the medical treatment was discriminatively done. Eddy investigated the patients in the hospital and found that a patient, Dicky Cahaya, 14 years had to pay 4 millions while some other patients did not.

October 7, Eddy went to the hospital with the purpose of donating 20 wheelchairs, canes and tarps,  needed by the hospital. He was arranged to meet with the CEO of the hospital, pastor Larufa. During the meeting he clarified about the issue; pastor Larufa checked with the administration and found that the issue was true and Dicky’s name was one of the 60 patients who had to pay. Praise the Lord!, the hospital returned surgery fees to all of them.  This was one of the many joys that Eddy experienced while helping the victims.
